the admins for the  site can create many newsletters. Each newsletter can be subscribed by users by entering their e-mail address or via their accout.

In the administrative interface there is also the option to import or export the list of subscribed adresses.

To test a newsletter: send a copy to a test - address.

HTML- newsletters i don't recommend - because all the different mail-readers display the content differnt, so you can't be sure how the result is displayed. And HTML - Mails are more often missused for spamming and viruses, therefore may mailsystems convert them to plain text.

For large numbers of recipients use the possibility to split the sending of the newsletter pakets of e.g. 100 copies a time. Usualy servers are configured to run a cron (= sending) for every 15 minutes.
