Noel is the Head of Training Center and Manager of the Rice Knowledge Bank at the International Rice Research Institute (IRRI) in Philippines. He provides leadership and coordination for training and capacity building activities for external partners and clients across the institute; Provides leadership and management to the development of the Rice Knowledge Bank and the Cereal Knowledge Bank; and supports the development of pro poor dissemination of technology.
