Public/private partnerships have become a cornerstone of science, technology and innovation policies in OECD countries as governments, universities and research institutes co-operate with industry to maximise benefits from R&D and technology. Partnerships are not cost free, however, and the mechanisms for successful partnerships vary greatly. What are the lessons from regional, national and international initiatives? Which types of public/private partnerships are most appropriate for which types of policy objectives? How can these partnerships build on existing structures to help firms, especially small and medium-sized enterprises, become more innovative? What are the most effective ways to finance them? Finally, how can public/private partnerships improve the commercialisation of public R&D? This issue of the STI Review draws on articles presented at the OECD's Workshop on Public/Private Science & Technology Partnerships, held at the OECD in December 1997, to address these questions.
